Stillwater, OK - Neal was born December 4, 1956, to Doris and Earnest Higgins in Stillwater, Oklahoma. He attended CE Donart High School and married Vicki, in August of 1980. A Celebration of Life will be held July 26, 1-4 pm at the Cimmaron Hotel in Stillwater OK.
Neal was a devoted husband, a loving father, and a proud grandfather. His family was his greatest joy, and he took immense pride in their accomplishments and happiness. He also had a special place in his heart for his granddogs, who brought him endless smiles and companionship.
He was preceded in death by his parents, Doris and Earnest Higgins.
Neal is survived by his wife, Vicki; daughters Angie, Alicia, and Katie; his son, John Lee; and his granddaughter, Emma — all of whom will carry his memory in their hearts forever.
